அரச தீண்டாமை…! 

கடந்த வியாழன் பெப்ருவரி 01 அன்று காலைப் பொழுதை பறவைகளின் கீச்சிலிகள் எழுப்பியது போலவே 2018-2019 இந்திய அரசின் பட்ஜட் எதிர்பார்ப்பு என்னை எழுப்பியது.இம்முறையும் ஏமாற்றம் தான் என்கிற சிந்தனை என் மனதின் பெரும் பகுதியை ஆக்கிரமித்திருந்தாலும் ‘’இம்முறையும் என் சமூகமான மாற்றுப் பாலினத்தோரின் மேம்பாட்டுக்கான பொருளியல் ஒதுக்கீடு இருக்காதா..!’’என்கிற ஏக்கம் இருக்கவே செய்தது.மணி பகல் பதினொன்ன்றை கடக்கிறது இந்த தேசத்தை ஆளும் அரசு தனக்கான வரவையும் அது செலவிடப் போகும் தொகைகளையும் சமூகவாரியாகவும் துறைவாரியாகவும் வெளியிட்டுக்கொண்டே இருக்கிறது.அதை ஊடகங்கள் பரபரப்பாக காட்சிப்படுத்திக் கொண்டே இருக்கின்றன.நான் மிகவும் எதிர்பார்ப்போடு தொலைக்காட்சிக்கு முன்னால் அமர்ந்திருந்தேன்.ஒவ்வொரு அறிவுப்புகளையும் உன்னிப்பாக கவனித்தும் வந்தேன்.நான் கவனித்திதல் என் கண்கள் சிவந்தே போனது.சில மணி நேரங்களில் அறிவிப்புகள் அனைத்தும் முடிந்தன.உண்மையில் பட்ஜட் தயாரிப்புக்கு முன்பாக இந்திய அரசு கிண்டிய அல்வாவின் சுவையை அப்போதுதான் என்னால் உணரமுடிந்தது. இந்த தேசத்தில் வாழும் ஒரு பாலின பிரிவை கணக்கில் கொள்ளாமல் இவர்களால் எப்படி பொருளாதார திட்டங்களை தீட்ட முடிகிறது..?


மாற்றுப்பாலினத்தோரின் மேம்பாட்டில் துளியும் கவனம் செலுத்தாமல் ஒரு தேசத்தின் அரசு இருக்குமால் அந்த தேச அரசுக்கு எங்களிடம் வரி வசூலிப்பதற்கும் எங்களை கட்டுப்படுத்துவதற்கும் எங்களுக்கு கட்டளையிடுவதற்கும் எவ்வாறு உரிமை இருக்கும்? ’பிச்சயெடுத்தான் பெருமாள் அதை பிடுங்கித் தின்னான் அனுமான்’’என்று எங்கள் கிராமத்தின் பழமொழி ஒன்று உண்டு.அம்மொழி அப்படியே இந்த தேசத்தின் அரசுக்கு பொருந்துவதாகவே நான் கருதுகிறேன்.நாங்கள் பிச்சையீட்டிய காசில் வரியை பிடிங்கித் தின்னும் இந்த அரசு எங்கள் மேம்பாட்டில் கொஞ்சமும் அக்கரையற்று இருப்பது பாலாதிக்க புத்தியினால் தானே..? சமூக நிலையை எடுத்துரைக்கும் விதமாக, உற்பத்தி,பகிர்வு,பரிவர்த்தனை ஆகியவைகளின் நிலைமைகளுக்கு ஏற்ப பொருளாதார வடிவமைப்புகள் அமையவேண்டும்.

உற்பத்தி,பரிவர்த்தனை,பகிர்வு ஆகிய சுழற்சியில் எந்த ஒரு சமூகமும்,பாலினமும்,தொழில் பிரிவினரும் புறக்கணிக்கப்படாமல் இருக்கம் வேண்டும்.ஆனால் மோடி தலைமையிலான அரசும் அருன் ஜெட்கியின் பொருளாதார உரையும் எங்களை அங்கீகரிக்காமல், மாணுடமாகவே ஏற்காமல் என் பாலினத்தை உள்ளடக்காத ஒரு பொருளாதார சித்திரத்தை தீட்டியிருக்கிறது. எங்கள் சமூகம் உற்பத்தியில் ஈடுபட முடியாமல் உற்பத்தியை கருவரையாகவும் எங்களை தீட்டாகவுமே இந்த சமூகமும் அரசும் கருதுகிறது.அதனால் தான் நாங்கள் மாற்றுப் பாலினத்தோருக்கு கல்வி,வேலைவாய்ப்பில் இடப்பங்கீடு வேண்டும் என்ற முழக்கத்தை தொடர்ச்சியாக வைத்துக் கொண்டிருக்கிறோம். பொருளுற்பத்தியிலிருந்து இந்த சமூகத்தினாலும் இந்த அரசினாலும் நாங்கள் ஒதுக்கப்பட்டு பிச்சையும் பாலியல் தொழிலும் எங்களுக்கான தொழிலாக கொடுக்கப்பட்டிருக்கிறது.

பிச்சைத் தொழிலில்,பாலியல்தொழிலில் ஈட்டிய வருமானத்தில் தான் நாங்கள் வரி செலுத்தி வருகிறோம்.பொருள் பரிவர்த்தனையிலும் எங்களின் பங்களிப்பை செய்கிறோம்.ஆனால் இந்த தேசத்தின் பொருளாதார பகிர்வில் நாங்கள் மலமாகவே ஒதுக்கப்படுகிறோம். தீண்டாமை சாதி வெறுப்பின் வளர்ந்த நிலை மட்டுமல்ல.தீண்டாமை பாலின வெறுப்பின் வளர்ந்த நிலயாகவும் இருக்கிறது. தாழ்த்தப்பட்ட மக்களுக்கும் சாதி ஆதிக்கவாத அரசுக்கும் உள்ள தொடர்பு காலுக்கும் செருப்புக்கும் உள்ள உறவு போன்றது.நாம் வீட்டுக்குள் நுழையும் முன் எப்படி செருப்பை எப்படி வாசலில் கழட்டி விடுகிறோமோ அதுபோலத்தான் தாழ்த்தப்பட்ட மக்களை சாதிய ஆதிக்க அரசு நடத்துகிறது. 

 மாற்றுப் பாலினத்தோருக்கும் பாலாதிக்க அரசுக்கும் உள்ள தொடர்பு என்பது செருப்புக்கும் மலத்திற்கும் உண்டான தொடர்பு.மலம் தன் மீது படாதவாறு பார்த்துக் கொள்கிறது. ஆம்..!மாற்றுப் பாலினத்தோர் மானுடமாக அல்லாமல் இந்த அரசினால் மலமாகவே பார்க்கப்படுகிறார்கள்.தீட்டென்று ஒதுக்கப்படுகிறார்கள். அப்பார்வையினால் தான் நாங்கள் இப்பட்ஜட்டில் ஒதுக்கப்பட்டிருக்கிறோம். குடும்பமும் சமூகமும் அரசும் சேர்ந்து சுமத்தியிருக்கும் அவமானகரமான தொழிலை செய்தேனும் வரி செய்யும் நாங்கள் பொருளாதார பகிர்வில் புறக்கனிக்கப்படுவது அரச தீண்டாமைதானே…! 

State Untouchability towards Transgender community...!

As the sweet melody of birds chirping wake me up every day, the expectations of the 2018-2019 budget of the Indian government woke me up on February 1st 2018 morning. Though for most of the time my mind was aggressive with the thought of the State's deception in the past, I was still eager. I kept asking myself "Will there be an budget allocation for the economic development of my transgender community?"

Time passed. It was 11'O clock and the ruling government has been releasing the revenues that they had received and the budget that it is going to spend society-wise and department-wise. This has been telecasted by the media widely across the country in all regions. I was sitting in front of the television with great expectation. I was gazing at the television without a blink of my eye eagerly watching every allocation. Within few hours all allocation has been done and my eyes turned red. Truly, at that time all that I could imagine was a sweet taste of halwa, an Indian sweet, that's given to children when they ask for something from their parents.

How could the State draft an economic plan without taking into consideration a community of more than 5 Lakhs that lives in this country? On what basis does this government, that doesn't care for the development of the transgender community, collects taxes and controls us?

There is a proverb in our village that says, "One person begs for alms, another forcefully takes it".

Economic forms should be structured according to the stages of production, distribution and exchange in the society by various actors. No one should be neglected on the basis of society, their gender, working sector in this cycle of production, distribution and exchange. But an economic picture has been drawn by the government under the leadership of Prime Minister, Narendra Modi and the Finance Minister, Arun jaitley, which does not include us and does not approve us as a gender or as a human. Our community is unable produce, that means we cannot conceive a new life from our womb and thus the society and the State considers us as a waste.

I believe that the above mentioned proverb suits the Indian State very well. It cares nothing about the transgender community but it steals from our begged alms in the name of taxes.

The Indian society and the State has given us prostitution and begging as a work. And we have been excommunicated both by the State and the society from the field of material production. We are paying taxes with the money that we earn by begging and sex work. We have been playing our role in the economic exchange yet in the country's economic distribution we have been excommunicated as a human excreta.

Yes...! the transgender community are being seen by the government not as humans but as a human excreta. We are neglected and boycotted as impure, as a waste. We are hence, excommunicated from the budget allocation too.

It is evident that caste apartheid is an ugly truth in the Indian State and the society. The relationship between castiest government and the untouchables is like that of our feet and shoes. The castiest government treats the untouchables in the same manner as we remove the shoes at the entrance before we get into our houses.

Similarly, the relationship between the cis-brahmanical State and the transgender is like that of the the shoes and the human excreta. The cis-brahmanical state fears touching us, the human excreta. Hence, we are excluded.

The family, society, and the State have combinedly imposed the shameful servitude on us. It is shameful that we pay taxes, but we are excluded from the budget. Is it not State untouchability toward transgender community, where we are completely neglected in the country's economic distribution?

Hence, it becomes more important now than ever for the transgender community and the allies to step forward, walk in solidarity and demand for the transgender community's right to dignity and equality. We demand equity. We demand reservation in education and employment.
